He appeared in The Poké Spokesman. He was shown to have the ability to talk to Pokémon. When he saw that Ash's Pikachu was weak, he asked Pikachu what the problem was. He then told Ash that the minerals in the ground were causing Pikachu to lose electricity. He invited them back to his rest stop were Pikachu could be recharged.
