In the Pokémon Adventures manga

At the beginning of the FireRed & LeafGreen arc, Red and Blue each received a Tri-Pass left to them by Professor Oak, which they used to first board the Seagallop Ferry to the Sevii Islands. In My, My, My Mimic, they each obtained a Rainbow Pass sent to them by Bill, using them to board the Seagallop Ferry to Four Island.

Due to having already traveled to the Sevii Islands in order to catch Moltres on Mt. Ember, Green had obtained her Tri-Pass and Rainbow Pass before the beginning of the chapter.
