It is true that there is only one obtainable Riolu in the game via egg. However, for the purposes of completing your Pokédex, you can view a Riolu owned by a trainer in Oreburgh Gate. You will need the HM moves Rock Smash and Surf. In the same area you can also find the TM for Focus Punch and the item Earth Plate.

Trivia

Riolu is very similar to Togepi in how it is obtained as well as how it evolves. However, it is closer to a concept of a Baby Pokémon than Togepi because its evolution, Lucario, was introduced to the public before it was.

Origin

Riolu appears to be based on the Egyptian god Anubis, who has the head of a jackal.

Name origin

Riolu's name is merely Lucario's with the first syllable placed at the end and the ca part taken out altogether.
