Rikako is a is a one-time character in the Pokémon anime who appeared in the episode Rough Tough Jigglypuff! She is a minor character who only appears at the end of the episode, as the husband of Mitch Mitchum and the daughter of Lisa Mitchum. She was not given a name in the dubbed episodes.
Not enough was shown of her to know very deep aspects of her personality, other than she loves her husband very much and missed him while he was away - and also loved her daughter enough to let him go away for so long.
