This is because Round 180 is the final round of the Gold, Silver & Crystal arc and VIZ Media took a year and a half break before publishing the Ruby & Sapphire arc. A similar split was done with Volume 42 and Volume 43, where the last few rounds of the HeartGold & SoulSilver arc were moved from the beginning of Volume 43 to the end of Volume 42.
