This card was released as a promotional card. The English version of the card was released through Pokémon card leagues in August 2001. In Japan, it was released as a Glossy Promotional card that came with Volume 1 of Pokémon Trainer's Magazine, released in May 1999.

Origin
Scratch and Thunderbolt are both moves in the Pokémon games. Pikachu can learn Thunderbolt, but not Scratch. This card's Pokédex entry comes from Pokémon Yellow, though it is reworded.
