Phoebe (Japanese: フヨウ Fuyō) is a master Template:Type2 Trainer and member of the Hoenn Elite Four.

In the games

In Generation III, Phoebe is the second member of the Hoenn Elite Four. Her strategy is to confuse and confound with Pokémon she considers indefinable.

Most of her Pokémon are pure Ghosts, with the exception of Sableye, which is half Template:Type2. Her grandmother resides at Mt. Pyre, where she does most of her training, and Phoebe hopes she's doing well. While it is unknown who her grandmother is, it is quite likely that she is the old lady that guards the Red Orb and the Blue Orb at the top of the mountain.

She also claims to have the ability to communicate with Ghost Pokémon, presumably in a similar fashion that Psychic specialists like Anabel and Sabrina communicate with their Pokémon through telepathy.

In the manga

Phoebe

In Pokémon Adventures, she is sent by Steven Stone to try to help a blind boy uncover the locations of Registeel, Regirock, and Regice so that Groudon and Kyogre may be defeated. She also works with Glacia later on, helping her control Regice while the other Elite Four members control Regirock and Registeel. She also has a habit (in the Chuang Yi English translation) of saying "dear" after people's names. (in the original Japanese version, her habit is to add the suffix of -kun to people's names, suggesting she is a bit close in friendship/partnership to people and that their relationship isn't just all politeness. Also interestingly is in the Japanese version she refers to Relicanth with the "-san" suffix, but with how legendary it is in the arc that is most likely just because she is giving it proper respect. It's also worth noting she didn't refer to Relicanth in any special way (not even with 'Relicanth dear') in the Chuang Yi translation.)

		Dusclops is Phoebe's only Pokémon that is considered her specialty type, Ghost. It was used to awaken the legendary golems. None of its moves are known.
