Phoebe (Japanese: フヨウ Fuyō) is a Master Ghost-type Trainer and member of the Hoenn Elite Four.
In the games
In Generation III, Phoebe is the second member of the Hoenn Elite Four. Her strategy is to confuse and confound with Pokémon she considers indefinable.
Most of her Pokémon are pure Ghosts, with the exception of Sableye, which is half Dark-type. Her grandmother resides at Mt. Pyre, where she does most of her training, and Phoebe hopes she's doing well. While it is unknown who her grandmother is, it is quite likely that she is the old lady that guards the Red Orb and the Blue Orb at the top of the mountain.
She also claims to have the ability to communicate with Ghost Pokémon, presumably in a similar fashion that Psychic specialists like Anabel and Sabrina communicate with their Pokémon through telepathy.

In the manga
In the Pokémon Adventures manga
Phoebe first appears with Steven and the other members of the Hoenn Elite Four. While the other Elite Four members are sent to awaken Registeel, Regirock, and Regice, Phoebe is sent to retrieve a blind boy that holds a slab that has the secret to awaken the three Pokémon. Later, she gives the slab to Steven, who manages to successfully unlock the secret of the slab and awaken the legendary Pokémon.
Later, Phoebe and Glacia control Regice in an attempt to restrain the power of Groudon and Kyogre that erupts from their great battle. When Steven dies from the strain of controlling the legendary golems, she mourns his death with the other Elite Four members.

This listing is of Phoebe's Pokémon in the Pokémon Adventures manga.
Dusclops is Phoebe's only known Pokémon. It was first seen with its Trainer when they appeared before Wallace with Steven and the other Elite Four members. Later, it was used to save the Swimmer and blind boy from the crumbling buildings of Slateport City.
