Flannery places a call to every Hoenn Gym Leader, as it was regarding to the Pokémon Association memorandum and it was an emergency. She then requests for them to have a meeting regarding the matter. Their meeting will take place in Fortree City. Roxanne has arrived on her Graveler, Brawly and Machoke climb the trees, Wattson rides on his Manectric which recently evolved from his Electrike, and Norman and Vigoroth ride their boats. Everyone has arrived except for Tate, Liza and Wallace. Roxanne was not impressed by this and Flannery tells her that she was unable to contact the twins and Wallace had something important to deal with in Fallarbor. However, he is taking part in the meeting via video conference. With everything explained, they go in the elevator and enter an officer which their meeting will take place in.
The Gym Leaders of Hoenn each receive a phone call simultaneously, bar the ones at the Mossdeep and Sootopolis Gyms. The caller is revealed to be [[Flannery]], who calls for an emergency meeting between the nine Gym Leaders. At [[Fortree City]], the Gym Leaders begin to gather, each in a different way. [[Roxanne]] rides on her {{p|Graveler}}, [[Brawly]] climbs the trees with his {{p|Machoke}}, [[Wattson]] rides on his {{p|Manectric}}, [[Norman]] rides on his motorboat, and Flannery takes an elevator.


Winona then tells Flannery that they're ready and Wallace apologizes that his was not able to attend the meeting in person. Flannery explains to the gym leaders that she witnessed some activity going on in Mt. Chimney. The volcano stopped erupting due to a [[Team Aqua|mysterious group]] wanting to expand the sea. She then explains that the group's plan would continue to destroy the Hoenn region if they keep this up. She wants the help from the gym leaders to stop them from doing their evil deeds. She is also wanting help from [[Team Magma|another group]] which the group that she fought was in blue. She tells them that two groups, Team Aqua and Team Magma, have goals. Team Aqua's goal is to expand the sea while Team Magma's goal is to expand the land.
After a while, all the Gym Leaders have gathered, although Roxanne is disappointed to see that only six out of the nine Gym Leaders arrived. Flannery reveals that she wasn't able to contact [[Tate & Liza]], but [[Wallace]] will be able to join the group, only not in person. After Wallace shows up on a video screen, Flannery begins her presentation.


All of a sudden, things started getting confusing after Flannery explains that Team Aqua are the enemies. Brawly tells her that she had this reversed and Wattson is outraged by his response. He reasons with Brawly that the land was more important because of Mauville's suffering due to the lack of land. Before a fight broke out, Roxanne tells the two to break it up. Afterwards, Roxanne asks Flannery about [[Professor Cozmo]] being with Team Aqua. Flannery confirms his existence with Team Aqua. Roxanne tells her that he spent some time studying with her and she heard very much from him. Also, he believes that Team Aqua are supporters of his research. Roxanne is then convinced that he would not work with an organization that would rely on evil intentions and agrees with Team Aqua being the good guys. Winona notices that Flannery is telling the truth and sides with her.

Wattson becomes very concerned that the gym leaders are divided into two opposing parties. However, he realizes that Norman is the only left, barring Tate and Liza that didn't show up, who hasn't voted. His vote would have decided which supporting side for the organizations would win. Norman decides that he is not supporting any team, which surprised the other gym leaders and walks off. Winona stops him and explains that the Pokémon Association wanted the gym leaders in Hoenn to have their meeting and Norman was ordered to participate.
This angers Wattson, who points out that Mauville is suffering because of the lack of land. Because of Professor Cozmo's involvement with Team Aqua and her friendship with him, Roxanne believes that Aqua is the good side. Winona decides to side with Flannery based on her judgement of Team Magma. Worried that the choices on which team is evil or not is even, Wattson decides that Norman's vote will have to decide it.


Winona wonders if Norman gave up in the say of the matter but Norman stays with his decision about being against both sides. Winona is not convinced that Norman answered the question properly and reminds him that he is the member of the association. Roxanne and Brawly get upset about him walking off. Roxanne wonders why Norman would do that and Brawly also wonders if he found it pointless to conduct a discussion with them. It was then told that he received a warning for leaving the gym without letting the Pokémon Association know otherwise. Wattson tells the two to ignore him and they could continue without him. Roxanne and Brawly get upset at his statement and Wattson runs off to catch up with Norman.
Norman, however, decides to not choose either team, and prepares to leave. Although Winona tries to stop him, Norman re-states that he chooses to remain neutral. As he leaves, Winona reminds Norman that he's a member of the Pokémon Association, which seems to irritate him. The others remain annoyed at his attitude, but Wattson tries to convince Norman to stay.


Norman is about to leave on his motorcycle until a wild {{p|Shiftry}} zooms by and hits him. Norman sends out his {{TP|Norman|Slaking}} to take on Shiftry. He deduces that Shiftry's battling styles involves its fan-like hands to produce strong winds. However, his Slaking negates it as it is heavier than the winds created by Shiftry and that only a typhoon can lift it off the ground. Wattson, applauds him for battling the Shiftry and complements him on his battling techniques. Wattson then tells Norman that he has been one of the strongest fighters amongst the leaders in Hoenn. Wattson is sure that the others are aware about it too and that he should put his abilities to the test. He apologizes for the other gym leaders that were mean to him as they didn't know what happened seven years ago between Norman and the Pokémon Association. Norman stops him.

They didn't come to a conclusion and Norman left in the middle of the meeting. The director than realizes that he has seen Norman's behavior before.
