Red arrives at [[Mt. Silver]] with Blue's Charizard. At the hot springs of the mountain, Sabrina recieves a call from Lt. Surge, the latter asking if her wrist is better, as she asks him how his investigation is doing.
 
He starts telling her all the incidents reported in Johto all being traced to Team Rocket, with the latest being around the Lake of Rage. Questioning thses incidents that Giovanni had left and that Team Rocket should have dissolved, coming to the conclusion that someone  is gather former members of Team Rocket to cause havoc with  the team's name. He goes into a store labeled "Buns of Rage", having entered he suspects it to be a normal shop until he hears something from the basement. Calling his Raichu to make a hole,  they jumped into it and discover a factory. Wanting to find out the owner of the factory, they are introduced by the Masked Man, who arrives from behind him. Lt. Surge sends out three of his Magneton to stop his movements, as he does this the Masked Man asks him how he found the basement, he answers him that since he is an expert on the {{t|Electric}}-type he is sensitive to electric fields and that he heard the faint sounds of the machines. The Masked Man calls out his Houndour to attack. Lt. Surge order his Raichu uses his tail to stop the Houndour as he has maximized his electricity from the air, so he can question the Masked Man. Before he can question him multiple wild Houndour appeared around them, as the Masked Man explains that his Houndour had called them. As the Houndour howl Lt. Surge and his Raichu are disabled of their movements, as the Masked Man explains to him that he will meet the same fate as {{adv|Gold|two}} {{adv|Silver|kids}} from before. Lt. Surge explains to him that he had set a timer on his suit incase if he was not able to capture his target in five minutes, which promptly activates releasing multiple of his Electrode to use {{m|Self-Destruct}} to help him escape. The Masked Man decide not to worry about him as he is an ex-Team Rocket member, afterwards Lt. Surge, exhausted from the battle, heads to the Lake of Rage notices some bubbling in the lake, which came from something frozen on the bottom of the lake.

Raising Raichu/Buzz On Raichu! (Japanese: VSライチュウ VS. Raichu) is the 139th round of the Gold, Silver & Crystal arc in the Pokémon Adventures manga.
