Thanks to the type advantage, Gyarados's Hydro Pump doesn't hurt the Grass-type Pokémon. Since Bulbasaur uses Leech Seed, Staryu has time to recover. With Bulbasaur's Vine Whip and Staryu's BubbleBeam, Red catches the beast.
