The Outskirt Stand is a lonely gasoline stand in a desolate desert that is visited frequently by travelers on their journeys.

Located in southeast Orre, the Outskirt Stand appears to be a mildly popular stop for travelers and Pokémon Trainers through the harsh wastelands.

In Pokémon Colosseum, it is the first place that Wes visits and his first battle is battled here with a rider named Willie.

The stand itself is made out of a broken-down locomotive engine. The machinery of the stand still works, with the steam engine providing electricity to the stand.

Inside of the engine is a small bar and restaurant that doubles as a convenience store. Weary travelers can rest in a booth and sip cool drinks while listening to the radio or jukebox.

A number of different useful items are sold here. However, the stand itself is vitally important as it's the only known place in Orre that sells Poké Balls in Pokémon Colosseum.

If Wes buys 10 Poké Balls, the shopkeeper will give him a free Premium Ball.

It's interesting to note that Outskirt Stand may have debuted in the anime, as the beginning of Celebi: Voice of the Forest that shows Vicious capturing the Tyranitar did have a rundown train in the middle of a desert not unlike the Outskirt Stand.
