By leveling up

The Generation II games technically list Muk's moves in the same order as Grimer's, with Harden, Disable, and Sludge coming before Minimize, Screech, Acid Armor, and Sludge Bomb. This means that when the game creates wild Muk, which only appear at level 33 at highest, they will only know Poison Gas, Pound, and Harden (the first moves before the move level exceeds the Pokémon's level), and not Minimize or Screech.
