In Japan, this card was released with artwork by [[Ken Sugimori]] as part of a special expansion sheet available at the 7th Next Generation World Hobby Fair, held in December 1997. It was later reprinted as one of a selection of cards included in the ''[[Pokémon Song Best Collection]]'' CD, released on January 1, 1999. The English version of this card was released through [[Nintendo Power]] Magazine in April 2000, with {{wp|Magic: The Gathering}} illustrator Christopher Rush providing new artwork. The English print was also released in Japan as a promotional card, awarded to passengers for completing the silver course of the JR Pokémon Stamp Rally in August 2000. It was later reprinted in the {{TCG|Legendary Collection}}, which was only released outside of Japan.

In Japan, it was part of a special vending sheet available at the World Hobby Fair in 1998, along with {{TCG ID|Wizards Promo|Pikachu|4}} and {{TCG ID|Vending|Mew|S00}}. Later Japanese versions were released as part of the "Pokémon Best Collection" CD. The English version of the card was released through [[wp:Nintendo Power|Nintendo Power Magazine]] in April 2000. It was later reprinted in [[Legendary Collection (TCG)|Legendary Collection]].

*[[Wizards of the Coast]] ran a competition to illustrate a Pokémon card. The winning entry by Christopher Rush replaced the Japanese artwork, originally done by [[Ken Sugimori]]. The explanation behind this was to probably ease confusion that may have arose between distinguishing this card from {{TCG ID|Wizards Promo|Mewtwo|3}}, as their artwork is very similar.
*The Mewtwo included in the "Pokémon Best Collection" CD has the Pikachu Records logo in place of an Expansion symbol.

In Japan, this card was released with artwork by Ken Sugimori as part of a special expansion sheet available at the 7th Next Generation World Hobby Fair, held in December 1997.
