This card was released as a promotional card. In Japan, it came with the February 1997 issue of CoroCoro Comic, released in January 1997. It was later released again as a special card at through the JR Stamp Rally in September 1997. Trivia
- A misprint was made on the English version of this card. Its Psyshock attack was printed as saying "Confused" where it should say "Paralyzed".
- Additionally, the "Pokémon Power: Neutral Shield" text on the English card is red, which was unusual for a Psychic-type card prior to the split of Pokémon Powers into Poké-Powers and Poké-Bodies.
