Effect

Icy Wind inflicts damage and lowers the target's Speed stat by one stage.

Generations III and IV

Icy Wind will hit both opposing Pokémon in a Double Battle.

Generation V

In a Triple Battle, Icy Wind will only hit opposing adjacent Pokémon.
