Hyper Cutter (Japanese: かいりきバサミ Superpowerful Claws) is an Ability introduced in Generation III. Nine Pokémon can have this Ability.

Effect

In battle

Hyper Cutter prevents the Attack stat from being reduced (except self-inflicted reductions). However, the stat can be changed by Power Swap, Heart Swap, or Power Split.

Outside of battle
