While Blastoise can learn these moves by breeding, it cannot learn both simultaneously, as there is no Pokémon in the same egg group as Blastoise that can learn both of these moves.
026.png Lt. Surge's Raichu Surf and Reversal Pokémon Stadium 2 Lt. Surge has this Raichu when fighting him in R-2. While Raichu can learn both of these moves individually, there is no way for it to legally know both moves simultaneously. Surf can only be obtained as a special move as a Pikachu in Pokémon Stadium, while Reversal can only be obtained by breeding.
