However, as seen in the games, part of it was embedded into the cliffs of Route 47, and also ran deep underground into the ocean, in that way connecting the land, the sea, and the sky.

The Embedded Tower (Japanese: うずもれのとう Hidden Tower) is an area located on Route 47 in Pokémon HeartGold and SoulSilver. It is unlocked when the player is in possession of the Blue Orb in HeartGold or the Red Orb in SoulSilver. It is where Groudon (SoulSilver), Kyogre (HeartGold), and Rayquaza rest. If a Kyogre and a Groudon which are caught at the Embedded Tower are both shown to Professor Oak, he will award the player with the Jade Orb to awaken Rayquaza. Groudon and Kyogre from any other location will not count towards getting the Jade Orb.
