Ash and friends have stopped to rest at a mountain stream. All of the Pokémon are in the water, having a good time. Brock is brushing Vulpix's tail. The scene shifts to Misty talking to Togepi about how good the water feels. Poliwhirl drifts by on its back, and Misty tells it not to drift too far. Poliwhirl waves OK, but all of a sudden a huge Poliwrath comes up behind Poliwhirl. Misty comments on how tough it looks, and Brock says that it doesn't look too friendly. The Poliwrath smacks down Poliwhirl and then uppercuts it through the air. Poliwhirl lands by the bank, K.O'd. Misty comments on how it's nothing but a big bully. All of a sudden, a boy appears out of nowhere and insults her Poliwhirl. Misty asks him if the Poliwrath is his, and why it attacked her Poliwhirl. The boy answers that he thought it was a wimp. Misty tells him to take it back, but the boy questions her by saying that Poliwhirl is so scared that it's hiding behind Misty. He finishes by saying that he can't expect much from a "plain old Poliwhirl" and says that if it was any good, it would have evolved. Brock defends Poliwhirl by saying that there are lots of great Pokémon that aren't fully evolved, and that Poliwhirl is a great Pokémon. The boy starts making fun of all of Misty's Pokémon, and Misty loses it and challenges him to a battle. The boy says that he'd love to, but already has other plans. He recalls Poliwrath and leaves, but not without telling Misty to work on her Poliwhirl.

After this, the gang starts walking down a trail. They eventually come across a large mass of people with fishing rods walking in the same direction. Ash asks a boy if there is a good fishing spot nearby and the boy responds that there is an annual Seaking Catching Competition.

At the site of the actual event, a man onstage starts to explain the rules of the competition. Competitors are allowed to use any rod, reel, or lure they wish and can catch as many Seaking as they want in the allotted time. However, they are only allowed to enter one Seaking that was caught in the provided Lake Ball. The Seaking will then be weighed, and the heaviest one will win a huge trophy and a year's supply of chocolate bars. Competitors are only allowed to use one Pokémon to aid them in catching the Seaking, and it must be registered. Ash comments how it is similar to the Azalea Town Bug-Catching Contest, and decides to use Pikachu.

The boy who insulted Misty's Poliwhirl is also entering the contest, and sends out his Poliwrath. He tells the check-in person that his name is Andreas. The entire crowd starts whispering to each other about how he amazing he is and that he has won every contest that he has entered. They also say that no one can beat him. Andreas says that the crowd must know a winner when they see one, which angers Misty. She says that she is going to beat him at his own game. Brock tells her that Andreas is a tough opponent, and Misty says that she's been fishing with her sisters ever since she was a baby and that her Template:Type2 Pokémon are perfect for the competition.

At the registration desk, Misty registers with Poliwhirl and Ash with Pikachu. Brock begins to flirt with the registration lady, but Misty quickly drags Brock away. At the docks, all the competitors are in their boats and waiting to begin. Brock asks Ash and Misty if they're all ready. They respond yes as Andreas pulls up. He insults Misty and her Poliwhirl again. Misty says that Poliwhirl isn't weak just because it isn't a bully like him. Andreas laughs at her and says that he'd love to talk, but he has a competition to win. He then drives off.

The horn blows and the competition has begun. Ash and Misty both cast out. Misty tells Poliwhirl that it'll probably take a while. She then hears Andreas yell that he already has a bite, to Misty's dismay. He pulls the Seaking out of the water and has Poliwrath use DoubleSlap on it. Andreas then catches it with his Lake Ball. Brock says that Andreas must have a lot of experience, but Misty says that he just got lucky. Andreas then releases the Seaking that he just caught, much to Ash and Misty's surprise. He tells them that that one was just a warm-up, and the next one they catch will be really big. This angers Misty even more.

Meanwhile, Team Rocket is in a boat. Meowth says that if they win the contest then they will get a year's supply of chocolate bars. James says that they haven't eaten in so long that he'd settle for licking the wrappers. Jessie shows them her new lure, saying that no Seaking can resist it. After some time, Meowth yawns and complains that they've been sitting there for an hour and maybe her lure is scaring off all the Seaking. Jessie gets angry and says that the Seaking obviously don't appreciate her beauty. Jessie then says that if Seaking won't go for a beautiful lure, then they'll go for an ugly lure; a Meowth lure. Meowth says that he didn't know she has a Meowth lure and asks to see it. She pops a breather in his mouth, ties him to a rock, and throws him in, telling him to use Scratch when it sees a Seaking. The scene switches to Meowth underwater. He says that he doesn’t like it underwater and that he can't see any Seaking. A Seaking swims past him and he yells at it to come back, but it totally ignores him. Suddenly a line wraps around Meowth's arm and none other than Misty pulls on her line. Misty pulls on Meowth who pulls on Jessie’s line. It turns into a tug of war match with poor Meowth in the middle. Jessie plants both feet in the boat and really pulls. Underwater, the rock tied to Meowth gets stuck on the bottom. This means that Meowth is immobile and being jerked around by the two girls. While underwater, Meowth says that he knows what it feels like to be the catch of the day and then he loses his breather. The two boats are being dragged towards each other when they collide. Jessie hopes that the gang won't recognize them as Team Rocket and pushes up her glasses. She then tells Misty that they have gotten their lines crossed. While underwater, Meowth is drowning. He uses Fury Swipes to get free and swims to the surface. Team Rocket drives away and Misty sees that her line is broken. Ash says that it was probably some kind of a bottom feeder, like a Catfish. Ash and Brock reassure her and then Andreas drives by and mocks her on her performance. He tells her that she could take home first prize in a fishing rod catching competition. Misty gets extremely angry. The scene then shows Meowth climbing on a boat and saying that that was a bad idea.

After the commercial, the scene switches back to the gang in their boat. Misty observes that the wind has changed direction. She explains that it changes where the Seaking will swim. She says that they'd better change their position. She tells Brock to go further north because that's where all the Seaking will be. They see Andreas speeding towards the same place that the gang is headed. She says that if Andreas gets there first then he'll catch the biggest Seaking. She kicks Brock out of the seat and speeds up the boat. She catches up with Andreas and they start racing. Andreas slams Misty and she tells him to watch where he's going. Andreas responds that she hit him and should watch where She's going. They get into a bumping fight and are speeding towards unsuspecting Team Rocket. They realize that they are going to get squashed and James yells "Mayday! Mayday!” Brock tells Misty to turn and try avoiding them, but Andreas speeds right toward Team Rocket. He uses their boat as a ramp and flies right over them, but the wave he makes when landing flips them over anyway. They swim to their boat and Misty pulls up to rescue them. She apologizes for Andreas's reckless behavior and asks if she can help. Team Rocket doesn’t want to be discovered so they lay low and say they don't need it. Meowth pops up and says that he almost drowned, and then James pushes him back under. The gang arrives at a giant rock. Misty says that it looks like a perfect spot for fishing, but Andreas is already there. He says that he knew they would follow him to the spot and says that if they're quiet he'll let them have one of his rejects. This gets Misty really angry. The scene switches and the two boats are far apart from each other. Ash gets a bite and pulls up a big Seaking. He commands Pikachu to use Thunderbolt on Seaking. He then throws a Lake Ball at it and catches the Seaking. Misty says that it's a "Picture Perfect Capture" and Brock says that's what he calls Teamwork. Andreas then yells that he has a big Seaking on his line. He has Poliwrath get ready and then pulls it out. He has Poliwrath use Mega Punch on Seaking. This knocks them into the water. He then commands it to use DoubleSlap. Seaking flies out of the water and Andreas catches it. He says that it is the biggest Seaking he's ever caught and says that it is a guaranteed winner. He looks over at Misty who is giving him the death stare. He asks her if she's caught anything yet. She coolly responds that she hasn't. The loudspeakers come on and the voice says that there is only 10 minutes left in the competition. As Andreas is driving away, he says that if Misty wants a chance at 2nd place then she better hurry. Misty announces that it's time to use her "Secret Weapon Lure". Brock asks what it is and Ash says that he already knows. It's Misty's special lure version 4. Ash comes up behind her and says "I knew it" while Brock says that it looks a lot like version 3. She throws out her lure and waits intently. Eventually a giant Seaking bites her lure. She yells that she has a bite. Ash tells her not to let it get away and Misty says that she is going to stick to this one like white on rice. The huge Seaking almost pulls her in but she manages to pull it out of the water. She sends Poliwhirl but it gets slapped by Seaking's tail. Poliwhirl flies back and bounces feet first off the boat. She encourages Poliwhirl while it DoubleSlaps the Seaking. She then throws her Lake Ball and catches the Seaking. Misty gives a sigh of relief and thanks Poliwhirl for its help. The buzzer rings and says that the contest is over. If anyone failed to catch a Seaking, they get a free commemorative badge. The scene switches Team Rocket standing on a path. James is holding one of the badges and says "look Jessie isn't it commemorative?” Jessie puts James down and says that they could have won the respect of their peers (or all the chocolate). She also says that if the twerps hadn't butted in that they'd be the winners. The scene changes to the stage. The announcer says that last but not least is Andreas's Seaking. He releases it into a tank and looks at the scale. The Seaking weighs 55 Kilos. Some kids in the crowd say that he's going to win this competition too. Andreas comments that he's number one once more. Suddenly we hear Misty yelling for the Judge to wait. They weigh her Seaking and it weighs 55 Kilos also. Andreas and Misty have tied. The 2 must face off in a winner takes all Pokémon battle. Andreas says that his Poliwrath will whip Misty's Poliwhirl. The announcer is announcing the battle; Andreas and Poliwrath VS Misty and Poliwhirl. Ash asks Brock if he thinks that Misty will win. Brock says that the odds aren't in her favor. The battle begins and each trainer sends out their Pokémon. Misty tells Poliwhirl to give its best and Andreas tells Poliwrath to get in there and win. The 2 Pokémon are fighting when 3 bombs fall from the sky. The judge is confused and asks what's going on. Team Rocket descends from the sky in their balloon. They say their motto and Jessie sends Meowth out on a fishing pole. Meowth lands on the podium and starts bagging all the chocolate. Misty commands Poliwhirl to use Water Gun and Andreas does the same. The Water Guns hit Meowth and cause him to drop the bag. Ash sends out Bulbasaur and has it use Vine Whip to catch the Chocolate. The scene cuts to Team Rocket commenting on how they stole back the Chocolate that they stole. Jessie even goes to say that they deserve it. With the chocolate safe, Ash has Pikachu give them a "Blue Ribbon Thunderbolt" which detonates their balloon and sends them blasting off.
With the battle resumed, Andreas has his Poliwrath use Submission. The attack lands squarely on Poliwhirl and sends it flying. Ash asks what submission is, and Brock explains that after a Poliwhirl evolves it can use fighting type moves. Poliwrath is beating on Poliwhirl when it is thrown to the ground. Andreas says that he won but Poliwhirl gets back up and hides behind Misty's leg. She says that she knows it's doing the best it can but wishes that it had more confidence in itself. Psyduck pops out of its Poké Ball and so do Staryu and Goldeen. Misty says that Poliwhirl has to get back in the battle and stand up to those two bullies. She then points towards Staryu and Goldeen and says that they made fun of all its friends for being wimps. They also insulted Misty. She knows that they might lose but they have to try their hardest. Poliwhirl makes a sad sound and Staryu and Goldeen shoot water at it. Misty tells Poliwhirl that there are lots of great unevolved Pokémon and that it's one too. It has strengths that Poliwrath doesn't and if it does its best then no one can call it a wimp. Poliwhirl is pumped up and ready to get back in the battle. Andreas says that it's no use and that her Poliwimp is going down. Misty has Poliwhirl use Bubble on Poliwrath and then follows up with Mega Punch. Poliwrath falls but Andreas has it also use a Mega Punch. Poliwhirl dodges and Ash says that the odds have changed. Poliwhirl jumps up and uses Bubble again. Misty then commands another Water Gun. This K.O's Poliwrath and makes Misty and Poliwhirl the winners. Misty and Poliwhirl are dancing when she comments that she knew it wasn't a wimp. Andreas pulls Poliwrath out of the water and congratulates Misty on a job well done. He apologizes for the things he said and Misty accepts his apology. Misty and Poliwhirl give each other a high-five. The scene changes to Misty and her chocolate bars. She is sending 20 bars to her Sisters, 50 to Brock's Family, a big box for Professor Oak and Tracy, 20 for Ash's Mom, and 20 for her and Togepi. She also tells Pikachu that she won't forget about him. At that point Ash rushes over and complains about how he doesn't get any. The narrator closes by saying that the gang learned a valuable lesson that day. "Victory is sweet, especially when chocolate is the first prize."
