A Contest Pass is a key item used to participate in the Pokémon Contests.

In the games

Generation III

Pokémon Ruby/Sapphire

This item can be found in Verdanturf Town, at the Contest Hall.

Pokémon Emerald

In Pokémon Emerald, a Contest Pass is not needed; instead, only the Pokéblock case is required.

Generation IV

In the Generation IV games, all that is required is something formal to wear. However, a player can hack the game and obtain a Contest Pass, which is available in the coding.

In the anime

Contest Passes also appear in the Pokémon anime. They are required to participate in Pokémon Contests to earn ribbons. There are different passes needed for each region, but they can apparently be registered at any Contest Hall.

May, Jessie, Drew and Harley all have Contest Passes for the Hoenn region. They also have Passes for the Kanto region, along with Brock and Solidad. Dawn, Ash, Jessie, Zoey, Nando, Ursula, and Kenny all have Contest Passes for the Sinnoh region. May might also have a pass for the Sinnoh region, as she was able to participate in the Wallace Cup.

May, Drew, Harley, and Solidad have obtained Contest Passes for the Johto region, as seen in A Full Course Tag Battle!. Ash, Brock and Max also each received a Hoenn Contest Pass in All Things Bright and Beautifly, as they were required to watch the contest in that episode.
