A Burglar (Japanese: かじばどろぼう Post-fire Burglar in Generations I and IV, かじばドロボウ Post-fire Burglar in Generation II, どろぼう Burglar in Generation III) is a type of Pokémon Trainer that first debuted in the Generation I games. They are generally depicted as suspicious men sneaking around with sacks thrown over their backs. In Generation I, they are only found in the burned-down Pokémon Mansion and Cinnabar Gym. Those in the Pokémon Mansion only challenge the player if they are talked to directly, not when they see the player. If defeated, they will sometimes drop an item as they flee. Burglars tend to drop large amounts of money.

They specialize in Fire-type Pokémon. They also use Koffing, which may be used as a quick escape method, similar to that of the anime's original series.
