A Burglar (Japanese: かじばどろぼう Post-Fire Burglar in Generations I, IV, and VII, かじばドロボウ Post-Fire Burglar in Generation II, どろぼう Burglar in Generation III and as the shortened name in Generation I) is a type of Pokémon Trainer that debuted in the Generation I games. They are generally depicted as suspicious men sneaking around with sacks thrown over their backs. In Generation I, they are only found on Cinnabar Island. Those in the burned-down Pokémon Mansion only challenge the player if they are talked to directly, not when they see the player. If defeated, they will sometimes drop an item as they flee. Burglars tend to give out large amounts of prize money.

They specialize in Fire-type Pokémon. They also use Koffing, which may be used as a quick escape method, similar to that of the anime's original series. In Pokémon Stadium 2, they specialize in using the move Thief.

In Let's Go, Pikachu! and Let's Go, Eevee!, Burglars battled outside of Gyms will award three Poké Balls along with prize money upon being defeated.
