In Japan, this card is part of Series 2 from the Vending Machine card collection. The English version of the card was available as a Promotional card through the Pokémon League in July 2002.
In Japan, this card was first released as part of the {{TCG|Extended Sheet 2}} of the {{TCG|Vending Machine cards}}, with the Pokémon Power not working if the Pokémon was Asleep, Confused, or Paralyzed. It was later reprinted in the Red Deck of the {{TCG|Quick Starter Gift Set}} as an exclusive Holofoil card. It was released in English as a {{TCG|Wizards Black Star Promos|Wizards Black Star Promotional}} card made available through {{TCG|Pokémon League}}s in July 2002. The Pokémon Power was altered to not work if the Pokémon had any Special Condition.
