You are now on the north end of 115. Until you beat the Petalburg Gym and gain the ability of Surf you can only reach this area through Meteor Falls and cannot reach the north part of this route. Other than dealing with three Trainers, you can also access a small Berry grove by destroying a Rock Smash. Head south to reach Rustboro City, then go east to trek through Rusturf Tunnel and make your way to Mauville City before going north. It is now time to return to 112 to use the Cable Car.

Mt. Chimney
Once at Route 112 you'll notice the two grunts you saw guarding the path to the Cable Car gone. Use it to climb up to the top of Mt. Chimney so you can go to stop Team Magma / Team Aqua. Before going make sure to have a strong team for dealing with different types prepared as you will be going up against the leader of the villain team, Maxie / Archie, and their teams are mainly the same aside from one Pokémon depending on your version. A team of Lv. 20 or higher should work, and at least have a fighting, rock, water, or electric with you to help your chances.

Anyway at the top you'll find the the hero team, Team Aqua / Team Magma outnumbered and being held off by the villain team grunts so you'll have to stop the rest of the villain team by yourself and recover the meteorite before the villain team can use it to cause a volcanic eruption/seal the volcano. As you travel to the northwest corner, after facing a grunt, and an admin you'll face the team leader.
Mossdeep City stands perched on an island near Hoenn's eastern edge, where the winds are mild and the weather conditions are stable. This makes it the perfect place for launching rockets, and a perfect home for the Mossdeep Space Center. The seventh Gym in the Hoenn League, run by twin Gym Leaders, is located on the north side of the island, and steven's house can be found on the island's northwest corner.

Come back after reaching Lavaridge Town to find a elderly woman selling Status ailment healing item for pdollar200 right outside the Cable Car building and a few extra Trainers to face.

Jagged Pass
Steven's House
The house on the island's northwest edge belongs to Steven, and contains part of his rock collection. He greets you when you step inside, and hands you 08. In certain bodies of water, there are dark spots where the water runs unusually deep; using Dive at one of these spots lets you descend to the ocean floor far below. Swim to a point where the sunlight filters down from above and use Dive again to surface. With this move, you will be able to pursue Maxie/Archie to the Seafloor Cavern—but you'll need to beat the Mossdeep Gym first.

The Bicycle is useful to have here because it's bunny hop technique is the only thing to climb the jagged rocks on this trail if you need to head back up, but anyway travel south to head back to Route 112 so you can reach a special area on that route which takes you to Lavaridge Town.
Running Errands
Visit the house nearest the stairway to the Space Center to meet a young woman who uses a Wingull to send letters to a friend in Fortree City. Talk to the Wingull and it will take flight, off to deliver another note. If you return to Fortree and visit the Pokémon Breeder in the northeast house there, he will give you a In-battle effect item that his Wingull found in its travels.

Lavaridge Town
Score the Super Rod
The house overlooking the Gym belongs to a lone Fisherman. Speak to him to receive the III, a high-end fishing rod that can reel in all kinds of sea life.

There are a number of things of value here in Lavaridge town that are helpful. It has a hot spring which is possible to enter by going through a special exit in the Pokémon Center, but there's no purpose other than finding a hidden Status ailment healing item.
Mossdeep Space Center
The Mossdeep Space Center stands on a hill in the northeast. A Sailor near the viewing area will give you a Sun Stone he found on the beach.

Pokémon Egg
Mossdeep Gym
There is an elderly woman in between the hot springs' hot sand bed, who will give you a Pokémon Egg containing a Wynaut which makes it easy to get one without having to catch it's evolution Wobbuffet in the Safari Zone later.

RS
E
There is a herb shop that sells herbs that can heal Pokémon, but taste bitter and will cause the Pokémon's friendship factor to drop by using them. The building is the lower left building closest to the Gym. Though less expensive than their regular Poké Mart counterparts (aside from Revival Herb), there is no need to buy them. The only thing to do here is talk to the elderly man with the white hair to gain the item Type-enhancing item, which enhances Fire moves.

Lavaridge Gym
The Mossdeep Gym specializes in Psychic Pokémon, which are vulnerable to Bug-, Dark-, and Ghost moves. Dark Pokémon are both immune to Psychic moves and able to inflict super-effective damage. Avoid using Fighting- and Poison Pokémon. The Gym features a series of spin tiles and several switches; when flipped, these switches alter the direction of the red tiles, allowing challengers to progress to the twin Gym Leaders.

E
E
E
E

For the Fire-type Pokémon Gym make sure to bring some Burn Heals, Berry, etc. Also bring some good Water and Rock, since the only real danger against Flannery is the move Overheat on its first strike, especially if your Pokémon has a weak Sp. Defense. Be sure to include Pokémon that have resistance to it, such as Graveler, Marshtomp, or Azumarill, especially if Azumarill has the Thick Fat ability.
Go northwest from the entrance and flip the switch; this redirects the red tile to the left. Walk north onto the arrow tiles, which lead west to a battle with Psychic Preston. Go west to slide north and east to the second red tile, which diverts you to a battle with Psychic Maura. Head north to fight Psychic Samantha and flip the nearby switch; this redirects the second red tile. Go back south, then south from Psychic Maura to the entrance. Follow the arrow tiles on the left to the third red tile, and a battle with Psychic Fritz. Flip the switch to redirect the red tile, then go northeast to slide around to a small clearing near Psychic Maura. Head south to slide around to the northwest and flip the final switch near Psychic Virgil to redirect the fourth red tile. Go south to slide back to the entrance, and take the left path once more to reach the Gym Leaders.

The puzzle for this gym is to use the one of the hot springs on the upper floor, to move to  the lower floor and then find another one to move back up while the other springs inside each part contains one Trainer that is hidden, or a path on that is incorrect which is a dead end and you would have to start over. The first correct path for instance is the lower-left hot spring at the entrance. Once you go from the entrance and go between the four corridors correctly and then from fifth room if done correctly you will reach Flannery.
Twins Tate and Liza send out two Pokémon at once, drawing challengers into a Double Battle. Lunatone can lull its opponent to sleep with Hypnosis, while Solrock can scorch Grass Pokémon looking to target their Rock typing. Both of their Pokémon are weakened by Water moves; by using Surf, you can attack both at once and bring the battle to a quick end. Otherwise, you may want to target one Pokémon at a time in what would essentially become a two-on-one battle.

After you win, Flannery will give you the Heat that will allow all Pokémon Lv 50 or lower to obey you without question and also allows you to use the HM move Strength outside of battle. She will also give you 50.
After the battle is over leave the gym by using the first hot spring you used on the lower level. Once outside your rival Brendan/May comes out of the Herb shop and he/she will give you the Go-Goggles and suggests to challenge your father at the Petalburg Gym before leaving. With the Go-Goggles you can now enter the desert area on 111 to collect a Fossil, so lets go there first before returning to Petalburg City

The only major thing to do here is to collect the fossils which are just east of the entrance of the Desert from the northern end. Just remember that you can choose between the Root or Claw Fossils' and once you pick one, the other falls beneath the sand and there is no way to recover it. At any point talk to the man at the bottom computer on the second floor of the Devon Corporation to revive the fossil and receive either Lileep or Anorith depending on what fossil you received.

Other than that you can catch desert-exclusive Pokémon like Cacnea, or Trapinch and battle Trainers. Anyway now that you have 4 badges your father Norman can now challenge you to an official gym match, return to Mauville City and use either the Rusturf Tunnel or Mr. Briney to backtrack to Petalburg City.

Later...
After the battle, Tate and Liza award you the Mind, which boosts your Pokémon's Special Attack and Special Defense by 10% and enables the use of Dive in the field. The twins also give you 04 as a prize.
Return to the stone structure located in the southern part of the desert after solving the Sealed Chamber's braille puzzle located on 134 to unlock the Desert Ruins. Once inside read the Braille inscription:

RIGHT, RIGHT,
Route 125
DOWN, DOWN.
Located north of Mossdeep City, 125 is an optional area with several potential Secret Base locations. The waterlogged Shoal Cave stands in the route's center.

THEN, USE

STRENGTH.

Carefully step →2 then ↓2 followed by using Strength to open the door and inside, you will find Regirock.

Once in Route 128 all you need to do is head underwater and navigate until you find a cave entrance, which holds the Submarine Explorer 1 which Team Magma / Team Aqua stole from Captain Stern in Slateport City. Surface from here to reach the Seafloor Cavern.

Also this is the only place to find wild Luvdisc. Luvdisc are always holding Exchangeable item, so if you need to use the Move relearner in Fallarbor Town, you might want to catch one. If you wish, head to the east exit to reach Ever Grande City, the place where the Elite Four are.

Shoal Cave
Connected to the ocean, the appearance of Shoal Cave changes with the Shoal Cave. Seawater floods the cave during high tide, closing off some areas and opening others. It then drains away during low tide, revealing new areas for exploration. The tides change every six hours, at 3:00 and 9:00.

Before entering, make sure that other than having Dive and Surf, you also have Strength and Rock Smash since there are rocks and boulders here. Regardless of which door you use, they will lead you to a four door maze filled with rocks and stones. By carefully moving them out of the way, you should reach the correct (upper left) door.

The next part contains a jet water stream and the trick is to reach for the upper left door without going into the island door (which takes you back to the entrance). Followed by that is a room filled with boulders. Use Strength and you will face the same Team Magma/Aqua Administrator from the Weather Institute, Courtney/Shelly.

Entrance
An old man in the entry chamber offers to make a In-battle effect item for your Pokémon. But first, he needs you to collect some of the cave's natural resources: Exchangeable items and Exchangeable items. These items are replenished each day, so there's no limit to the number you can collect. Once you hand over four of each item, he crafts the health-restoring item for you. Surf northwest and take the doorway there to reach the next chamber.

Grab the Shoal Salt and Status ailment healing item, then climb the hill to the ladder in the northwest.

You have now made it to the final room so head on down and collect 26 along the way. Once you see the remains of Groudon/Kyogre, Maxie/Archie decides to eliminate you and see his dream come true.

After the battle, Maxie/Archie is surprised by your skill but knows it is pointless as he uses his stolen orb to awaken Groudon/Kyogre. =====Ice Cavern=====
The final cavern is permanently encased in ice, and the slick floors hinder travel. Go south from the ladder, across two ice patches. At the third ice patch, slide west to the second snow patch within it. Slide north, then west and south to the third small snow patch. Slide south, east, then north to continue on. Slide north to the snow patch near the narrow stairway. Move west then south to a rock, then east and north to the central plateau and the Type-enhancing item on its south end. Slide south from the narrow stairway, then west and north to reach the northwest corner. Go east then south to a snow patch, then north to a rock near the room's northwest corner. Head east, south, and west, then move north, west, south, and west to the small snow patch. Slide north, east, then south to reach 07 and jump the ledge to return to the ladder.

Once on Route 126, all that needs to be done is to head underwater and use the entrance to Sootopolis City which is located in the southern area. Also this is one of the few places to engage in underwater wild Pokémon battles, so if you wish, catch a wild Relicanth since it is the only Pokémon other than Wailord that can be used to unlock the Sealed Chamber. It should also be noted that one of the items can only be found through a underwater passage on the south end of Route 124. Also a secret underwater passage in the northwest area is the only way to battle one of the Trainers on this route.

This is the Bulbapedia walkthrough for Pokémon Ruby and Sapphire.
These pages follow the original Game Boy Advance iteration, not Pokémon Omega Ruby and Alpha Sapphire. The guide for those games can be found here.

Mossdeep City

Mossdeep City

Mossdeep City stands perched on an island near Hoenn's eastern edge, where the winds are mild and the weather conditions are stable. This makes it the perfect place for launching rockets, and a perfect home for the Mossdeep Space Center. The seventh Gym in the Hoenn League, run by twin Gym Leaders, is located on the north side of the island, and Steven's house can be found on the island's northwest corner.

Steven's House

The house on the island's northwest edge belongs to Steven, and contains part of his rock collection. He greets you when you step inside, and hands you HM08 (Dive). In certain bodies of water, there are dark spots where the water runs unusually deep; using Dive at one of these spots lets you descend to the ocean floor far below. Swim to a point where the sunlight filters down from above and use Dive again to surface. With this move, you will be able to pursue MaxieR/ArchieS to the Seafloor Cavern—but you'll need to beat the Mossdeep Gym first.

Running Errands

Visit the house nearest the stairway to the Space Center to meet a young woman who uses a Wingull to send letters to a friend in Fortree City. Talk to the Wingull and it will take flight, off to deliver another note. If you return to Fortree and visit the Pokémon Breeder in the northeast house there, he will give you a Mental Herb that his Wingull found in its travels.

Score the Super Rod

The house overlooking the Gym belongs to a lone Fisherman. Speak to him to receive the Super Rod, a high-end fishing rod that can reel in all kinds of sea life.

Mossdeep Space Center

The Mossdeep Space Center stands on a hill in the northeast. A Sailor near the viewing area will give you a Sun Stone he found on the beach.

Mossdeep Gym

Mossdeep Gym

Mossdeep City Pokémon Gym
Leaders: Liza & Tate

The mystic combination!

The Mossdeep Gym specializes in Psychic-type Pokémon, which are vulnerable to Bug-, Dark-, and Ghost-type moves. Dark Pokémon are both immune to Psychic moves and able to inflict super-effective damage. Avoid using Fighting- and Poison-type Pokémon. The Gym features a series of spin tiles and several switches; when flipped, these switches alter the direction of the red tiles, allowing challengers to progress to the twin Gym Leaders.

The Mind Badge

After the battle, Tate and Liza award you the Mind Badge, which boosts your Pokémon's Special Attack and Special Defense by 10% and enables the use of Dive in the field. The twins also give you TM04 (Calm Mind) as a prize.

Route 125

Route 125

Located north of Mossdeep City, Route 125 is an optional area with several potential Secret Base locations. The waterlogged Shoal Cave stands in the route's center.

Shoal Cave, Entrance (low tide)
Shoal Cave, Second Cavern (high tide)
Shoal Cave, Second Cavern (low tide)
Shoal Cave, Ice Cavern (low tide)
Shoal Cave, Third Cavern (low tide)
Shoal Cave, Fourth Cavern (low tide)

Shoal Cave

Connected to the ocean, the appearance of Shoal Cave changes with the tides. Seawater floods the cave during high tide, closing off some areas and opening others. It then drains away during low tide, revealing new areas for exploration. The tides change every six hours, at 3:00 and 9:00.

High tide

Entrance

An old man in the entry chamber offers to make a Shell Bell for your Pokémon. But first, he needs you to collect some of the cave's natural resources: Shoal Shells and Shoal Salts. These items are replenished each day, so there's no limit to the number you can collect. Once you hand over four of each item, he crafts the health-restoring item for you. Surf northwest and take the doorway there to reach the next chamber.

Second Cavern

Surf along the water in a clockwise direction, collecting the four Shoal Shells and a Rare Candy on the way. Take the southeast doorway back to the entrance, where you can collect a Big Pearl on the nearby ledge.

Low tide

Head through the north doorway to reach the next chamber.

Second Cavern

Head up the stairway, go north and climb down the east-central ladder.

Fourth Cavern

Grab the Shoal Salt and Ice Heal, then climb the hill to the ladder in the northwest.

Second Cavern

Go west then south along the two bridges, then climb down the ladder in the center.

Third Cavern

Head east to meet a Black Belt and receive a Focus Band from him. Continue east to find another Shoal Salt, then use Strength to move the boulder eastward and descend the ladder to the south.

Ice Cavern

The final cavern is permanently encased in ice, and the slick floors hinder travel. Go south from the ladder, across two ice patches. At the third ice patch, slide west to the second snow patch within it. Slide north, then west and south to the third small snow patch. Slide south, east, then north to continue on. Slide north to the snow patch near the narrow stairway. Move west then south to a rock, then east and north to the central plateau and the Never-Melt Ice on its south end. Slide south from the narrow stairway, then west and north to reach the northwest corner. Go east then south to a snow patch, then north to a rock near the room's northwest corner. Head east, south, and west, then move north, west, south, and west to the small snow patch. Slide north, east, then south to reach TM07 (Hail) and jump the ledge to return to the ladder.

Route 127

Route 127, Underwater
Route 127, Surface

Route 127 links Mossdeep City with Route 126 to the west and Route 128 to the south. Explore the area quickly on your way southward in pursuit of Team MagmaR/Team AquaS!
