-----
Cerulean City is a peaceful seaside city located on the north-central side of Kanto. As the Bike Shop has moved to Goldenrod City and the mysterious cave on the edge of town has collapsed, the only remaining tourist attraction is the Gym.

Continue west to Cerulean City.
Recover the Machine Part
Upon entering the Gym, you are nearly run over by a man in a dark uniform. He babbles aimlessly for a minute before running off. Follow him northward to find him on Nugget Bridge.

Cerulean City
Now that you've made it to Cerulean, you have to track down the thief with the generator part. <br> None of the residents seem suspicious, so let's if Misty can help out.
Power Plant
As thanks for recovering the machinery, the manager rewards you with 07, a powerful but inaccurate move. With the region's power now running smoothly, it is possible to tie up some loose ends.

Reclaim the Machine Part
The Lost Item
Visit the Copycat's house northwest of the Silph Co. building. She asks that you find her Battle item that she believes is lost in Vermilion City. Stop by the Fan Club and talk to the man with the "Clefairy" to retrieve the II. Return it to the girl to receive the II, the ticket to board the Magnet Train.

As soon as you enter Cerulean Gym, somebody slams into you.  His speech problem is suspicious enough, let alone the dark uniform, so follow him back outside.  The thug ran off towards the cape, and you'll find him on Nugget Bridge.
Radio Tower
Stop by the Radio Tower and speak to the manager at the north wall. As the power was turned back on, he never lost his job. He gives you the Pokégear for your Pokégear as thanks.

After a quick defeat, he gives up the location of the hidden Machine Part.  Evidently, he hid it in the waters of the Cerulean Gym.  Search inside the enclosed part of the Gym's walkway, and you'll finally recover the stolen part.  Take it back to the Power Plant's manager.
Return to the Power Plant
After thanking you for retrieving the machinery, the manager will reward you with 07, an inaccurate move but guaranteed to paralyze if it hits the target. <br><br>

Now that power is restored to Kanto, you can backtrack to a few side objectives:
Route 25
* Stop back in Saffron, and visit the Copycat's house northwest of Silph Co. She asks you to retrieve her Poké Doll, which she thinks she lost in Vermilion.  Get to Vermilion, and stop by the Pokémon Fan Club.  Talk to the guy next to the "Clefairy" to obtain the Lost Item. <br> Return it to the Copycat, and she'll reward you with the List of key items in Generation II, the ticket needed to board the Magnet Train.  With power restored and ticket in hand, you're finally able to ride the train between regions!

* Back in Lavender Town, stop by the Radio Tower and talk to the guy along the north wall.  Since you were able to restore power, he didn't lose his job.  He gives you the EXPN Card for your Pokégear as thanks.

Even with the power back on, Misty is still missing.  To find her, travel north to 24 & 25.
Conversely, 25 has a multitude of Trainers to fight. When the others are defeated, talk to Cooltrainer Kevin to receive a Valuable item, before he battles you as well.

With her time off ruined, Misty has no choice but to return to the Cerulean Gym, which specializes in Water Pokémon. As the building features a large swimming pool, this is the only Gym where Pokémon can be hooked on a fishing rod. Grass- and Electric attacks will inflict heavy damage to these aquatic opponents, but avoid using Fire-, Ground-, and Rock Pokémon.

A wicked Thunderbolt can take out Misty's Golduck and Starmie, but be wary of Starmie's Recover. Her Lapras has additional weaknesses, including Fighting- and Steel moves. Her Quagsire is immune to electricity, but suffers massive damage when hit by Grass-type attacks. If Rain Dance takes effect, Water moves will be strengthened while Thunder's accuracy is boosted to 100%.

This is the Bulbapedia walkthrough for Pokémon Gold and Silver.
These pages follow the original Game Boy Color iteration, not Pokémon HeartGold and SoulSilver. The guide for those games can be found here.

Cerulean City

Cerulean City

Cerulean City is a peaceful seaside city located on the north-central side of Kanto. As the Bike Shop has moved to Goldenrod City and the mysterious cave on the edge of town has collapsed, the only remaining tourist attraction is the Gym.

Recover the Machine Part

Upon entering the Gym, you are nearly run over by a man in a dark uniform. He babbles aimlessly for a minute before running off. Follow him northward to find him on Nugget Bridge.

Defeated, he gives up the location of the Machine Part. He claims that he hid it in the waters of the Cerulean Gym. Search inside the enclosed part of the Gym's walkway to recover the stolen part.

Power Restored!

Power Plant

As thanks for recovering the machinery, the manager rewards you with TM07 (Zap Cannon), a powerful but inaccurate move. With the region's power now running smoothly, it is possible to tie up some loose ends.

The Lost Item

Visit the Copycat's house northwest of the Silph Co. building. She asks that you find her Poké Doll that she believes is lost in Vermilion City. Stop by the Fan Club and talk to the man with the "Clefairy" to retrieve the Lost Item. Return it to the girl to receive the Rail Pass, the ticket to board the Magnet Train.

Radio Tower

Stop by the Radio Tower and speak to the manager at the north wall. As the power was turned back on, he never lost his job. He gives you the EXPN Card for your Pokégear as thanks.

Route 24

Route 24

Route 24 consists of little more than Nugget Bridge.

Route 25

Route 25

Conversely, Route 25 has a multitude of Trainers to fight. When the others are defeated, talk to Cooltrainer Kevin to receive a Nugget, before he battles you as well.

Cerulean Cape

Misty and her friend

Upon reaching the cape, you find Misty on a date nearby. The guy gets scared off, and Misty starts to yell... until she spots your Johto Badges. She tells you to visit the Gym before heading back to town.

Bill's Cottage

Bill's grandfather is housesitting while he is away, and really wants to see a certain species of Pokémon. Show him the correct Pokémon to be rewarded with one of the hard-to-find Evolutionary stones.

With her time off ruined, Misty has no choice but to return to the Cerulean Gym, which specializes in Water-type Pokémon. As the building features a large swimming pool, this is the only Gym where Pokémon can be hooked on a fishing rod. Grass- and Electric-type attacks will inflict heavy damage to these aquatic opponents, but avoid using Fire-, Ground-, and Rock-type Pokémon.

A wicked Thunderbolt can take out Misty's Golduck and Starmie, but be wary of Starmie's Recover. Her Lapras has additional weaknesses, including Fighting- and Steel-type moves. Her Quagsire is immune to electricity, but suffers massive damage when hit by Grass-type attacks. If Rain Dance takes effect, Water moves will be strengthened while Thunder's accuracy is boosted to 100%.

Defeated, Misty awards you the Cascade Badge to mark your victory.

Route 5

The rolling hills of Route 5 make it easy to reach the former Pokémon Day Care building. The old woman inside gives out the Cleanse Tag, which decreases the chance of encountering wild Pokémon when held by your lead party member.

Pass through Saffron City and go west to Route 7.
