There are no items on this ocean route, and only 9 Trainers scattered among the waves.
The waterbound 21 is a quiet route that connects Cinnabar Island to Pallet Town. Before continuing on to the final Gym, there is another legendary Pokémon to find. To begin, fly to Cerulean City.

Power Plant
Now, having traveled almost every route in Kanto, let's tie up some loose ends. <br>
With the Articuno Moltres of the legendary birds captured, it's time to complete the set. Like with the others, it is best to bring a large supply of Ultras. To reach the Kanto, fly to the Pokémon Center on 10, then surf south along the river. It is not far to the end, where a lone PokéManiac is hanging around outside the building.
Fly to Cerulean City.

This old, abandoned building still has a few items lying around, but beware: some of the items are actually Electrode in disguise. Just north of the entrance room is a Potion, and further along is a large dead-end room that holds 17 and an Elixir. Continue south then east, and pick up 25 in the southeast room. Follow the narrow hallway to the northeast room to reach a Thunderstone and a second Electrode. Go west to a smaller interior dead-end room to find a hidden Max Elixir. A second Thunderstone is hidden in the final room.

With Articuno and Moltres captured, let's hunt down the last of the trio. Like with the other birds, it's advised to bring a large number of Poké Balls.  To reach the Power Plant, venture east from Cerulean towards Rock Tunnel.  Instead, at the tall grass north of the Poké Center, Surf out into the river and follow it to the south. It's not far to the southern shore, where a lone PokéManiac is loitering around.  Hop onto dry land and get ready to face some Electrics!
Zapdos roosts in the deepest room of the Power Plant. Like with the others, save the game before starting the battle.

This old building has a few items strewn around, but a word of caution: some of the items are actually Voltorb and Electrode in disguise.  Just past the entrance room is a Potion.  The room to the right is a dead-end with both an Elixir and 17. Continue south towards the exterior wall, ignoring the Electrode lying there, and head to the east, where you'll find 25 in the southeast room.  Follow the narrow hallway to a ThunderStone and another Electrode in the northeast room.  All that's left to do is head to the west.
With Zapdos captured, take the side exit and fly back to Viridian. It's time to claim the final Badge!

The Zapdos makes its nest in the final room of the Power Plant.  It won't go down without a fight, so whittle it's health down and try inflicting a status condition before attempting to capture it.  Once the battle is done, take the side exit, and fly back to Viridian.  It's time to claim the final badge!

Now that Trainers have collected the seven other badges, the leader of Viridian Gym has finally returned. No one seems to know the identity of this figure in the shadows, but you'll soon see a familiar face...
In the time it took to collect the seven other Badge, the leader of Viridian Gym has finally returned. None of the locals seem to know the identity of this mysterious figure, but it is certainly a familiar face.

Giovanni returned to his Gym Leader position after his defeat in Saffron City. His Gym turns out to be a favorite training spot for those who favor Ground Pokémon, so Grass-, Water-, and Ice attacks will see the greatest effectiveness. The same Water Pokémon that put a damper on the Cinnabar Gym can use moves like Surf to terrorize their terrestrial opponents. Flying Pokémon are immune to Ground-type attacks, and can deal major damage to the several Fighting types here. Psychic moves work wonders against foes like Arbok, Nidoking, and Nidoqueen.

After his defeat in Saffron, Giovanni returned to his post as leader of the Viridian Gym.  His Gym turns out to be a favorite training spot for Ground Trainers, so Grass-, Water-, and Ice-types should have no trouble here.  Keep firing off moves like Surf, Ice Beam, and Giga Drain, and the junior Trainers won't last long.

Congratulations, the eighth and final Gym is defeated! The Earth commands obedience of all Pokémon, regardless of level. Giovanni hands out 26, a TM that he claims to have made when he originally acted as Gym Leader. He seems remorseful of his actions with Team Rocket, and he disbands the gang before disappearing.

This is the Bulbapedia walkthrough for Pokémon FireRed and LeafGreen.
These pages follow the remade Game Boy Advance iteration, not Red and Blue. The guide for those games can be found here.

Route 21

Route 21

The waterbound Route 21 is a quiet route that connects Cinnabar Island to Pallet Town. Before continuing on to the final Gym, there is another legendary Pokémon to find. To begin, fly to Cerulean City.

Route 10

Power Plant

Inside the Power Plant

With the first two of the legendary birds captured, it's time to complete the set. Like with the others, it is best to bring a large supply of Ultra Balls. To reach the Power Plant, fly to the Pokémon Center on Route 10, then surf south along the river. It is not far to the end, where a lone PokéManiac is hanging around outside the building.

This old, abandoned building still has a few items lying around, but beware: some of the items are actually Electrode in disguise. Just north of the entrance room is a Max Potion, and further along is a large dead-end room that holds TM17 (Protect) and an Elixir. Continue south then east, and pick up TM25 (Thunder) in the southeast room. Follow the narrow hallway to the northeast room to reach a Thunderstone and a second Electrode. Go west to a smaller interior dead-end room to find a hidden Max Elixir. A second Thunderstone is hidden in the final room.

Zapdos roosts in the deepest room of the Power Plant. Like with the others, save the game before starting the battle.

With Zapdos captured, take the side exit and fly back to Viridian. It's time to claim the final Badge!

Viridian Gym

Viridian Gym

VIRIDIAN CITY POKéMON GYM

In the time it took to collect the seven other Badge, the leader of Viridian Gym has finally returned. None of the locals seem to know the identity of this mysterious figure, but it is certainly a familiar face.

Giovanni returned to his Gym Leader position after his defeat in Saffron City. His Gym turns out to be a favorite training spot for those who favor Ground-type Pokémon, so Grass-, Water-, and Ice-type attacks will see the greatest effectiveness.

The Earth Badge

The eighth and final Gym is defeated! Giovanni awards Red the Earth Badge, which ensures obedience of all Pokémon, regardless of level. He also hands over TM26 (Earthquake), a TM he claims to have made when he first acted as Gym Leader. He seems remorseful of his actions with Team Rocket, and officially disbands the organization before disappearing. Once he is gone, use the Itemfinder where he was standing to obtain a Macho Brace.

With all eight Gym Badges collected, the path to Indigo Plateau is finally open. Gather a team with access to Surf and Strength, and stop by a Poké Mart to stock up on Potions and Ultra Balls. The elite Trainers at Indigo Plateau are tough enough, but Red will never defeat them if he cannot first get through Victory Road, a grueling tunnel that discourages all but the strongest challengers.
