Route 21
The waterbound Route 21 is a quiet route that connects Cinnabar Island to Pallet Town. Before continuing on to the final Gym, there is another legendary Pokémon to find. To begin, fly to Cerulean City.

Power Plant
With the first two of the legendary birds captured, it's time to complete the set. Like with the others, it is best to bring a large supply of Ultra Balls. To reach the Power Plant, fly to the Pokémon Center on Route 10, then surf south along the river. It is not far to the end, where a lone PokéManiac is hanging around outside the building.

This old, abandoned building still has a few items lying around, but beware: some of the items are actually Electrode in disguise. Just north of the entrance room is a Max Potion, and further along is a large dead-end room that holds TM17 (Protect) and an Elixir. Continue south then east, and pick up TM25 (Thunder) in the southeast room. Follow the narrow hallway to the northeast room to reach a Thunderstone and a second Electrode. Go west to a smaller interior dead-end room to find a hidden Max Elixir. A second Thunderstone is hidden in the final room.
Zapdos roosts in the deepest room of the Power Plant. Like with the others, save the game before starting the battle.

With Zapdos captured, take the side exit and fly back to Viridian. It's time to claim the final Badge!

Viridian Gym
In the time it took to collect the seven other Badge, the leader of Viridian Gym has finally returned. None of the locals seem to know the identity of this mysterious figure, but it is certainly a familiar face.
Giovanni returned to his Gym Leader position after his defeat in Saffron City. His Gym turns out to be a favorite training spot for those who favor Ground-type Pokémon, so Grass-, Water-, and Ice-type attacks will see the greatest effectiveness. The same Water Pokémon that put a damper on the Cinnabar Gym can use moves like Surf to terrorize their terrestrial opponents. Flying Pokémon are immune to Ground-type attacks, and can deal major damage to the several Fighting types here. Psychic moves work wonders against foes like Arbok, Nidoking, and Nidoqueen.

The eighth and final Gym is defeated! Giovanni awards Red the Earth Badge, which ensures obedience of all Pokémon, regardless of level. He also hands over TM26 (Earthquake), a TM he claims to have made when he first acted as Gym Leader. He seems remorseful of his actions with Team Rocket, and officially disbands the organization before disappearing. Once he is gone, use the Itemfinder where he was standing to obtain a Macho Brace.
With all eight Gym Badges collected, the path to Indigo Plateau is finally open. Gather a team with access to Surf and Strength, and stop by a Poké Mart to stock up on Potions and Ultra Balls. The elite Trainers at Indigo Plateau are tough enough, but Red will never defeat them if he cannot first get through Victory Road, a grueling tunnel that discourages all but the strongest challengers.
