One Island Quest
FRLG
Once you've defeated the Elite Four and obtained the National Dex from Professor Oak, go back to One Island and talk to Celio, He'll tell you to go to Mt. Ember to get a mysterious object.
Cinnabar Island
Mt. Ember
To the northwest is Pokémon Mansion, a building left in ruins after Mewtwo broke free of its prison and escaped. Fortunately, the Pokémon Lab to the south was spared, so the Fossil revitalization experiment is still operational. The Cinnabar Gym is locked up tight, so Blaine is out of reach for now.
Once you've returned to Mt. Ember, go to the west side of the Mountain, you'll see the two Rocket Grunts. They've finished their digging, and can be battled. Before you battle them, you hear one whisper a password. After battling them, they'll open up the cave entrance. Navigate your way through the Strength puzzles. You'll come to a room full of Braille messages about the objects known as Gems. Continue on, and you'll find a room with a red object that is the Ruby. Take it and return it to Celio, and he'll tell you he needs the Sapphire as well. He'll give you the Rainbow Pass which allows passage to Four, Five, Six and Seven Islands, in order for you to look for the Sapphire. For the next part of the storyline, you'll need to go to Four Island.

Four Island is home to the Pokémon Daycare that enables two Pokémon to breed. Before that, head on to Icefall Cave to the right.

Icefall Cave
Pokémon Lab
Meeting Room
In the Meeting Room, two of the three people are looking to trade. The old man wants to trade his Electrode for a Raichu, and the woman offers her Tangela for a Venonat.

Here you can catch many Ice Pokémon. Go into the entrance where there are many breakable ice tiles. Be careful, stepping on a tile twice can make you fall through. Explore your way until you find HM07, Waterfall. If you're willing to, you could train a Goldeen up to Level 38, when it will naturally learn Waterfall.
R-and-D Room
Move Tutor
In the Research-and-Development Room, a Super Nerd offers to teach Metronome to one of 's Pokémon. Metronome is a unique attack, one that executes nearly any other known move, aside from Metronome (move).

At the entrance where the waterfall was, use your Waterfall to surf to the inner cave. Inside the cave you'll meet an Elite Four member, Lorelei. She is trying to protect the Lapras there from the Team Rocket grunts. After she enlists you to help battle them, choose one Team Rocket grunt and fight. Lorelei will take care of the other one. The grunts will confess that they've been shipping Ice Pokémon to the Rocket Warehouse on Chrono Island. You must first, however, go to Six Island.
Testing Room
In the Testing Room, the man near the door is willing to trade his Seel for a Ponyta.

Six Island
The Scientist in the back is the one to see about reviving Fossils. Give him the Fossil to get an Omanyte, or the Fossil to get a Kabuto; both are Pokémon that lived in the primordial ocean. Turning over the Fossil results in the Aerodactyl, ruler of the prehistoric skies.
On Six Island, you will find the Dotted Hole. Walk up to the door, and use Cut. You must navigate your way through Braille inscriptions saying either "up," "down," "right," or "left." There are, in turn, four holes in each room you visit. If you don't know Braille or don't want to look it up, start at one hole and continue clockwise. You will eventually reach the end.

When you get to the bottom, you will see the Sapphire. Go up to it and press "A"...and watch a man come down and grab it. He says he'll sell it to Team Rocket at their warehouse for millions. Fearing that you might think he's a criminal, he tells you the missing password. You can now get into the Rocket Warehouse on Five Island.
Once given a Fossil, the scientist will say that he needs more time to revive it. Walk out of the Lab building and back in, and it should be ready.

Seven Island
Pokémon Mansion
On seven island, there are two ways to go, up or down. If you go up, you will reach the Trainer Tower where you will be able to battle in:Single battles, Double battles, 3-in-a-row battles and combination battles. If you win, nothing will be obtained except maybe the chance to see the Tower's very own exclusive shinies! (Espeon, Meowth and Seaking). If you go down however, there will be a Swords Dance-teaching Move tutor there in case you want to raise your Pokémon's Attack stats. Go further down and you will see a canyon, the Sevault Canyon. Go through it to the bottom and you will see a house with a guy who asks you if you want to do the Chansey dance. If you do it, your Pokémon will be fully healed. Go all the way down and there will be surfable water so that you can access the islands by the name, Tanoby Ruins and go Unknown searching in the Tanoby Chambers. The chambers are: Monean (A,?), Liptoo (C,D,H,U,O), Weepth (N,Z,I,E), Dilford (L,P,J,R,Q), Scufib (Y,G,T,F,K), Rixy (V,W,X,B,M) and Viapois (S,!).
The key to the Gym is lying around somewhere in this decrepit building. Also in the mansion are a handful of journal entries that describe the secret experiment that was conducted on the island. One of the obstacles between and the III are the Pokémon statues scattered around. Each one has a hidden switch inside, which opens some doors and closes others when pressed. Several Burglars also prowl the wreckage for abandoned items.

End
Congratulations! You have completed the game! Although there is still a lot to come like catching the rare Pokémon Lugia at Navel Rock, catching more Pokémon and completing the PokéDex!

The Cinnabar Gym specializes in Fire Pokémon, so Water-, Ground-, and Rock moves will deal the most damage. Avoid bringing Bug-, Grass-, and Ice Pokémon—unless those Ice types are Dewgong CloysterLapras. When playing with fire, be prepared with a few Status ailment healing items. Blaine enjoys riddles and puzzles, and uses this to test his challengers. Answering each question correctly unlocks the next door, allowing to bypass each Gym Trainer.

Defeated, Blaine awards the Volcano, which gives a slight boost to both Special Attack and Special Defense during battle, and enables the use of Waterfall in the field. This visit could take a while, so if needs to prepare, Bill will wait patiently in the Pokémon Center.

This is the Bulbapedia walkthrough for Pokémon FireRed and LeafGreen.
These pages follow the remade Game Boy Advance iteration, not Pokémon Red and Blue. The guide for those games can be found here.

Cinnabar Island

Cinnabar Island

To the northwest is Pokémon Mansion, a building left in ruins after a violent, genetically-engineered Pokémon broke free of its prison and escaped. Fortunately, the Pokémon Lab to the south was spared, so the Fossil revitalization experiment is still operational. The Cinnabar Gym is locked up tight, so Blaine is out of reach for now.

Pokémon Lab

Meeting Room

In the Meeting Room, two of the three people are looking to trade. The old man wants to trade his Electrode for a Raichu, and the woman offers her Tangela for a Venonat.

R-and-D Room

Move Tutor

In the Research-and-Development Room, a Super Nerd offers to teach Metronome to one of Red's Pokémon. Metronome is a unique attack, one that executes nearly any other known move, aside from a few exceptions.

Testing Room

In the Testing Room, the man near the door is willing to trade his Seel for a Ponyta.

The Scientist in the back is the one to see about reviving Fossils. Give him the Helix Fossil to get an Omanyte, or the Dome Fossil to get a Kabuto; both are Rock/Water Pokémon that lived in the primordial ocean. Turning over the Old Amber results in the Rock/Flying Aerodactyl, ruler of the prehistoric skies.

Once given a Fossil, the scientist will say that he needs more time to revive it. Walk out of the Lab building and back in, and it should be ready.

Pokémon Mansion

The key to the Gym is lying around somewhere in this decrepit building. Also in the mansion are a handful of journal entries that describe the secret experiment that was conducted on the island. One of the obstacles between Red and the Secret Key are the Pokémon statues scattered around. Each one has a hidden switch inside, which opens some doors and closes others when pressed. Several Burglars also prowl the wreckage for abandoned items.

1F

Walk straight ahead from the entrance and climb the stairs to the second floor.

2F

Head to the northeast, where the first journal entry is lying on a table. Beyond that is a Calcium near the east wall. Climb the stairs in the northwest room.

3F

Head east through the north door to find an Iron. Flip the statue switch to open the south door, check the east end of the hallway for a hidden Rare Candy, then go down the southeast stairs.

2F

Collect the HP Up and climb back upstairs.

3F

Jump off the smaller balcony to the east.

2F

Go west to find a second journal entry in the southwest room. Grab the Zinc from the southern balcony, and take the stairs to a separate area of the third floor.

3F (southwest)

This area of the third floor has a Burglar, a third journal entry, and a Max Potion.

2F

Flip the switch and climb the stairs in the northwest room.

3F

Approach Scientist Braydon again, and jump off the larger balcony to the west to land on the first floor.

1F (south)

Battle Scientist Ted, pick up the Carbos, and take the stairs to the basement.

B1F

Fight Burglar Lewis in the southern room, where the final journal entry is located. Flip the statue switch, grab the Full Restore near the basement's southwest corner, and head east. Follow the narrow hallway in the northeast to battle one last Scientist, and flip the final switch. Head west to collect TM14 (Blizzard), the Secret Key, and TM22 (SolarBeam).

Cinnabar Gym

Cinnabar Gym

CINNABAR ISLAND POKéMON GYM
LEADER: BLAINE

The Hotheaded Quiz Master!

The Cinnabar Gym specializes in Fire-type Pokémon, so Water-, Ground-, and Rock-type moves will deal the most damage. Avoid bringing Bug-, Grass-, and Ice-type Pokémon—unless those Ice types are also part-Water. When playing with fire, be prepared with a few Burn Heals. Blaine enjoys riddles and puzzles, and uses this to test his challengers. Answering each question correctly unlocks the next door, allowing Red to bypass each Gym Trainer.

Question Answer
Caterpie evolves into Metapod? Yes
There are nine certified Pokémon League Badges? No
Poliwag evolves three times? No
Are electric moves effective against Ground-type Pokémon? No
Pokémon of the same kind and level are not identical? Yes
TM28 contains Tombstony? No

The Volcano Badge

Defeated, Blaine awards Red the Volcano Badge, which gives a slight boost to both Special Attack and Special Defense during battle, and enables the use of Waterfall in the field. He also hands over TM38 (Fire Blast) as a prize.

The Sevii Islands

Red leaves the Gym and runs into Bill outside. A friend has invited him for a visit on the first of a chain of newly discovered islands, far to the south of the Kanto mainland, and he in turn invites Red along. This visit could take a while, so if he needs to prepare, Bill will wait patiently in the Pokémon Center.
