The port city of Olivine, sister city to Vermilion in Kanto, is a Trainer's next stop on the way to the Pokémon League.
Olivine City is a major port city situated on the west coast. Local attractions include the Olivine Gym and the Glitter Lighthouse, neither of which is operating normally. In addition, the S.S. Aqua, a ferry that sails to Kanto's Vermilion City and back, is not currently operational either. Silver meets you near the Gym, and mentions that the Gym Leader is tending to a sick Pokémon in the lighthouse.

When you first arrive in the city, Silver stops you near the Gym.  He mentions something about the Gym Leader tending to a sick Pokémon in the lighthouse before running off.

Hook the Big One!
On your way into the city, stop by the first house past the Gym.  Speak to the the Fishing Guru inside to get the Fishing.  With this, you will finally be able to fish for Pokémon other than Magikarp.

Time for a Trade
Hook the Big One!
North of the lighthouse are two small houses, and the man in the left house is looking to trade.  If you have an extra Krabby, this guy will offer to trade you his Voltorb.
Stop by the house south of the Gym. The Fishing Guru inside will give you the Fishing, a mid-level rod that is capable of hooking more variety of fish than the Fishing.

Super-Strength
Time for a Trade
Before heading off to the lighthouse, make sure to stop in the diner to the west of the Poké Center.  Speaking to the sailor inside will get you 04, a powerful move that allows a Pokémon to shove large boulders around like toys.
North of the lighthouse are two houses. The man in the left house would like to trade, and is willing to offer his Voltorb for your Krabby. Krabby are fairly common in these waters, especially with your new Fishing.

Olivine Harbor
Olivine Café
Pay a visit to the Olivine Café to the west of the Pokémon Center. Speak to the Sailor inside to receive 04, a powerful move that lets a Pokémon move large boulders with ease.

After defeating the Pokémon League, you'll be able to board the S.S. AquaThe ferry sails between Olivine and Vermilion City in Kanto. After the initial voyage to Kanto, the ferry sails to Johto every Sunday and Wednesday, and back to Kanto every Monday and Friday. Like the S.S. Anne, there are many Trainers on board that are looking to battle.

Glitter Lighthouse
The Lighthouse is easy to navigate. First, climb all the way to the fifth floor to gather the items there. Climb down to the fourth floor and drop through the hole near Lass Connie. Sailor Terrell attacks when you land on the third floor; defeat him and claim the Ether. Climb two flights of stairs to reach the inside area of the fifth floor, and battle Sailor Ernest. Grab the Repel lying in the corner and take the stairs to the sixth floor.

The Ailing Lighthouse Beacon
Jasmine, the local Gym Leader, is here tending to her sick Ampharos, Amphy. It would normally use its tail to illuminate the harbor, but has gotten sick and has not yet recovered to its full strength. Jasmine talks of a Cianwood City across the ocean in Cianwood City that specializes in a form of II. She cannot leave Amphy unattended, and requests that you retrieve the medicine for her. Teach a Pokémon how to Surf, then travel west from the city to 40.
The Olivine Gym Leader is tending to the lighthouse beacon on the sixth floor, a sick Ampharos that would normally use its tail to illuminate the ocean.

Battle your way to the third floor, and take the stairs in the northeast.  On the fourth floor, battle past Lass Connie and drop down the hole to the third floor below.  You'll be ambushed by Sailor Terrell; defeat him, grab the Ether nearby, and take the stairs back to the fourth floor.  Head up the next set of stairs to the fifth floor, and battle Sailor Ernest.  Grab the Repel lying in the corner, and take the stairs to the sixth floor, where you will meet Jasmine.

Her Ampharos is very sick, and she cannot leave it unattended.  She talks about a Cianwood City across the ocean in Cianwood City that specializes in a form of List of key items in Generation II.  Jasmine will not return to her post at the Gym until Amphy is better, so get ready for a Surf.  Teach a Pokémon 03 if you haven't already, and leave west from the city to reach 40.

40 consists of a small beach on the ocean's edge, and links Olivine City to 41 in the south. There are several Rock Smash rocks here, one of which rests on a hidden Potion; the occasional Shuckle may be hiding under these rocks as well. To the north is the Battle Tower, a facility where Trainers can compete for prizes.

On Mondays, Monica can be found on the beach; speak to her to receive a Type-enhancing item, which enhances Flying moves.

Battle Tower
The Battle Tower allows Trainers who have acquired all eight Johto Gym Badges to battle under a certain set of Battle Tower (Generation II). Trainers choose three of their Pokémon, and are then guided to a certain room where they must defeat seven opponents in a row. After every battle, the attendant offers to heal the challenger's Pokémon. After defeating the seven opponents, the challenger is rewarded with one of five vitamins; Vitamin, Vitamin, Vitamin, Vitamin, or Vitamin.

41 is a small part of Johto's ocean that surrounds the Whirl Islands. These mysterious islands are said to be where Lugia fled to when Ecruteak's Brass Tower burned. However, no one can reach the islands to investigate without Whirlpool to calm the violent whirlpools. In the meantime, sail west to Cianwood City.

41 is a small area of the ocean that includes the Whirl Islands.  The islands are initially inaccessible, since you haven't collected 06 and the List of key items in Generation II yet.  Since these two routes are the only ocean territories in Johto, there are new Pokémon to find, such as Krabby, Staryu, and Corsola.  Surf southwest through the islands to reach Cianwood City.

Whirl Islands
These islands form a small archipelago between the Johto mainland and Cianwood City. The four islands are connected underwater by a sprawling network of dark caves, where seawater and boulders restrict movement in some areas. The moves Surf, Strength, Whirlpool, and Flash are needed to fully explore every area. In addition, the II is required to encounter Lugia that is said to make its home here.

Stock up on Ultras, and bring a party that is capable of inflicting status ailments in order to wear it down faster. There are many items to be found throughout the caves, but if you are only looking for Lugia, start with the northeast island.

The Whirl Islands form a small island chain between the mainland and Cianwood City. Initially inaccessible, the islands are protected by a group of violent whirlpools that guard the four cave entrances.

Make a return trip to the islands after obtaining 06 and the List of key items in Generation II, which will allow you to thoroughly explore the islands' cave network. There are plenty of forgotten items strewn around the caves, but the only way to reach the deepest cavern under the islands, where Lugia is said to make its home, is by way of the northeastern island.

<!--
Now that you've obtained 06 and the List of key items in Generation II, you can finally access every area of the cave network.  Be sure to bring a team with the moves Surf, Strength, Flash, and Whirlpool. <br> It's a good idea to explore each island in order to find all items and wild Pokémon, but if you're only here for Lugia, make your way to the NE island.

Northwest Island
Step inside the cave, and take the stairs to the floor below.
Step inside the cave, and take the stairs to the floor below.

From the stairs, walk south along the rock ledge and pick up the Vitamin.  Walk east onto the next rock ledge, and go down the stairs. Grab the Ether and Potion, and head back to the first set of stairs. Head south and step off of the rock ledge, and grab another Full Restore nearby. Go east from here, and trek across the northern rock ledge to get a Nugget. Walk east, jumping over the two ledges, and go up the stairs.  Pick up the Poké Ball, and head back downstairs.  Walk to the south, jump over the single ledge, and head south again, hopping over a second ledge. You can't use Strength on the boulder from this side, so grab the Escape Rope and continue south to the stairs.
Walk south to find a Vitamin by the west wall, then climb down the ladder south of here. Grab the Ether and Potion and backtrack to the island's entrance. Head south off of the rock platform to find another Full Restore nearby. Turn east and trek across the northern rock platform to get a Valuable item. Jump the double-ledge to the east and climb the ladder for an Ultra. Head back down and go south, jumping two single-ledges on the way. The boulder can't be moved from this side, so grab the Escape Rope lying here and climb the ladder to the southwest. This brings you to the southwest island's entrance.

This brings you to the SW island's entrance.

Northeast Island
Northeast Island
Walk east, jump the ledge, and take the northern path to reach the next part of the main cavern.

From the entrance, walk east and jump the ledge. Taking the southern path will lead to the NW/SW islands' tunnels, so instead take the northern path, and head down the stairs.
Follow the rock platform southward, and climb down the ladder to the waterfall cave. Pick up the Revive and surf to the south. Ride the waterfall to the bottom and enter the cave to the west. Save your progress; there's only one Lugia, so don't risk losing it.

Walk along the rock ledge to the southwest, and take the stairs to the floor below.  Pick up the Revive and surf to the south, riding down the huge waterfall. Enter the cave to the west, where you'll find Lugia.  Save your game before attempting capture; there's only one Lugia, so don't risk anything.  It is found at Lv 70 (<span style="color:#B69E00">Gold</span>) or Lv 40 (<span style="color:#979797">Silver</span>). <br> Taking the stairs south of Lugia's chamber will eventually lead you to the SW island's exit, but if you're done here, using an Escape Rope is easier.
Lugia
Start off by using status-inflicting moves, like Spore or Thunder Wave, to wear it down. Follow up with Rock-, Ghost-, Electric-, Ice-, or Dark attacks to inflict double the damage. Then slowly chip away at its remaining health with Fighting-, Grass-, or Psychic attacks, as moves of these types only inflict half- or quarter-damage.

From the entrance, walk north along the trail to the stairs.

Head north along the rock ledge to find a Vitamin.  Walk south and down off of the ledge, and follow the path to the west.  Moving the boulder will lead you to the main cave network.  Take the stairs to the south.
Taking the ladder south of Lugia's chamber will lead you to the southwest island's entrance, but if you're done here, using an Escape Rope is easier.

Pick up the Battle item, surf to the west, and you'll see the exit to the SW island.
Southeast Island
Walk north along the trail and take the stairs to the main cavern.

Southwest Island
Head north along the rock ledge to find a Vitamin. Turn around and go south off of the ledge and loop around to the west. Moving the boulder here will take you directly to the southwest island's entrance. But instead, climb the ladder to the south.

(If you've followed this guide and explored the islands in the same order, you've probably obtained every item by now, so there isn't much to say here.)
Pick up the Battle item, then surf west to reach the exit to the southwest island.

-->
Southwest Island
The only items accessible from the southwest island are the Escape Rope and the Calcium, both of which would have been collected already.

Olivine City

Olivine City

Olivine City is a major port city situated on the west coast. Local attractions include the Olivine Gym and the Glitter Lighthouse, neither of which is operating normally. In addition, the S.S. Aqua, a ferry that sails to Kanto's Vermilion City and back, is not currently operational either. Silver meets you near the Gym, and mentions that the Gym Leader is tending to a sick Pokémon in the lighthouse.

Hook the Big One!

Stop by the house south of the Gym. The Fishing Guru inside will give you the Good Rod, a mid-level rod that is capable of hooking more variety of fish than the Old Rod.

Time for a Trade

North of the lighthouse are two houses. The man in the left house would like to trade, and is willing to offer his Voltorb for your Krabby. Krabby are fairly common in these waters, especially with your new Good Rod.

Olivine Café

Pay a visit to the Olivine Café to the west of the Pokémon Center. Speak to the Sailor inside to receive HM04 (Strength), a powerful move that lets a Pokémon move large boulders with ease.

Glitter Lighthouse

Glitter Lighthouse

The Lighthouse is easy to navigate. First, climb all the way to the fifth floor to gather the items there. Climb down to the fourth floor and drop through the hole near Lass Connie. Sailor Terrell attacks when you land on the third floor; defeat him and claim the Ether. Climb two flights of stairs to reach the inside area of the fifth floor, and battle Sailor Ernest. Grab the Super Repel lying in the corner and take the stairs to the sixth floor.

Jasmine, the local Gym Leader, is here tending to her sick Ampharos, Amphy. It would normally use its tail to illuminate the harbor, but has gotten sick and has not yet recovered to its full strength. Jasmine talks of a pharmacy across the ocean in Cianwood City that specializes in a form of non-traditional medicine. She cannot leave Amphy unattended, and requests that you retrieve the medicine for her. Teach a Pokémon how to Surf, then travel west from the city to Route 40.

Route 40

Route 40

Route 40 consists of a small beach on the ocean's edge, and links Olivine City to Route 41 in the south. There are several breakable rocks here, one of which rests on a hidden Hyper Potion; the occasional Shuckle may be hiding under these rocks as well. To the north is the Battle Tower, a facility where Trainers can compete for prizes.

On Mondays, Monica can be found on the beach; speak to her to receive a Sharp Beak, which enhances Flying-type moves.

The Battle Tower

Battle Tower

The Battle Tower allows Trainers who have acquired all eight Johto Gym Badges to battle under a certain set of restrictions. Trainers choose three of their Pokémon, and are then guided to a certain room where they must defeat seven opponents in a row. After every battle, the attendant offers to heal the challenger's Pokémon. After defeating the seven opponents, the challenger is rewarded with one of five vitamins; HP Up, Protein, Iron, Calcium, or Carbos.

Route 41

Route 41

Route 41 is a small part of Johto's ocean that surrounds the Whirl Islands. These mysterious islands are said to be where the silver-colored Pokémon fled to when Ecruteak's Brass Tower burned. However, no one can reach the islands to investigate without a certain move to calm the violent whirlpools. In the meantime, sail west to Cianwood City.

In addition, the Silver Wing is required to encounter the immense, silver-colored Pokémon that is said to make its home here.
