Back in Goldenrod, many areas are blocked off by Rocket Grunts. It is up to you to run these criminals out of town, so gather a strong team and head off to the Radio Tower.
1F
There are definitely more Rockets hanging around Goldenrod, and it's up to you to chase them off.  Beat the lone Rocket grunt on the first floor, and head upstairs.

After his defeat, the Executive gives up the location of the real Director — the Underground Warehouse, behind the previously-locked door in the Goldenrod Tunnel. He also gives up the List of key items in Generation II as well. There's a Rocket Grunt guarding the alley in front of the Game Corner, so you'll have to enter the Underground from the north. Follow the hallway east to the locked door, and get ready for a sneak attack — Silver strikes again!

Now you're free to move on... sort of.  Next, you have to activate the three switches on the north wall in the correct sequence in order to reach the elevator in the southeast area (and the nearby items).
First, flip Switch #3 and battle the Burglar.  Then flip Switch #2 and Switch #1 to battle a second Burglar and reach a Status ailment healing item.  Go east, beat the Grunt, and walk through the doors into the Underground Warehouse.

In the next area, grab the Poké Ball to the north to start. Defeat the Rocket to the south, and pick up the Ether in the southeast corner.  Beat the Rocket in the northeast, and take the stairs up to the Dept Store's basement to find an In-battle effect item.  Head back downstairs, and battle one more Rocket.  Pick up the 35, and speak to the real Director. After informing him about the Radio Tower, he gives you the List of key items in Generation II, which will allow you to get past the shutter on the third floor.
With these Rockets defeated, your next obstacle are the shifting walls. The easiest way past here is to activate the three switches in order from left to right. Activating them in a different order will let you reach the Status ailment healing item to the right, and the In-battle effect item to the left. Go south, defeat the female Rocket, and walk through the doors into the next room.

44 is very straightforward. The local geography is such that you don't even have to venture through tall grass, since the only patch is surrounded by trees and water. Make sure you've got a Pokémon that knows Strength, and head east to Ice Path.

As you enter, you'll notice that the floors are sporadically covered by a glaze of ice, making attempts to traverse the cave more difficult. Slide over the first stretch of ice, and continue on to the second. This one is trickier, you'll need to slide <br>

On this floor, you need to push the four boulders down the four holes in the floor.  Walk up north around the row of stones, then south to the two boulders. Push the bottom boulder →1, ↓2, ←5, ↓1, →1, and through the hole to the floor below  While you're still here, head back to the other boulder, and push it ←2, ↑3, ↓1, ←1, ↓1.  Walk around to the southeast, and head up along the east wall to the third boulder. Shove this one →1, ↓5, ←3, ↓1, ←3 to drop it through the eastern hole. Walk north and you'll find the fourth boulder; push it ↑2, ←1, ↑2, →2, ↑1, ←1.  Climb down the northeast stairs.

Climb the stairs and cross the rock platform to reach the ladder in the northeast corner.

Move to the bottom-left corner of the dry ground (↓2, ←1) and face left. Go ←, ↓, ←, ↑, → to reach the area in the center of the floor. Pick up the Status ailment healing item, and head down the stairs.
B1F (north)
There are four boulders scattered around this floor, and you need to drop each through a different hole to form a path on the floor below. Go north and loop around to find the first two boulders.

Not much to see here. Either Rock Smash the rock or climb over the icy rock ledge to pick up the Type-enhancing item, then climb the stairs to the east.

B2F (east)
Start off with the boulder farthest to the south. Use Strength to move it southward and drop it down the southwest hole. Go back and move the second boulder north, so it sits at the break in the wall. Head to the east side to reach the third boulder, and drop it through the southeast hole. Go north and drop the fourth boulder through the north hole. Finally, move the second boulder to the northwest hole. Climb down the ladder in the northeast.
Walk northeast around the rock ledge, back and forth across the eastern ice patch, and head south from the steps to reach the stairs back to B1F.

In order to reach 44, you'll have to start in the corner of the ledge, jump it and slide south, then slide to the right.
B2F (west)
The boulders from the floor above have formed a convenient spiral that leads to the center of the room. Check the four corners for items, including a Potion, a hidden Vitamin, and a hidden Status ailment healing item. Follow the boulders to the room's center, pick up the Status ailment healing item, and climb down the ladder.

B3F
Head east across the rock platform to the steps, and slide ↓.
Smash the rock, or loop around to the right, to reach the Type-enhancing item. Climb the east ladder.
* Move ←, ↓, to reach the southern section, and then ↓, ←, ↓, ← to reach the Vitamin.
* →, ↓, ←, ↑, ←, ↑, ← to reach the dry ground in the center, and take the stairs to 1F.

The Director is right here, being held in his office... or he would be, if this wasn't a Rocket Executive in disguise. Prepare for battle!

When defeated, the Executive gives up the location of the real Director: in the Underground Warehouse, behind the locked door in Goldenrod Tunnel. He also hands over the Basement Key.

Goldenrod Tunnel

There's a Rocket guarding the alley in front of the Game Corner, so enter the tunnel from the north end. Follow the access hallway and use the Basement Key to open the door.

Warehouse Exterior

Silver appears again just inside the first part of the warehouse, so make sure your Pokémon are ready for a fight.

Once he leaves, there are three Rocket Grunts nearby for you to take out.

With these Rockets defeated, your next obstacle are the shifting walls. The easiest way past here is to activate the three switches in order from left to right. Activating them in a different order will let you reach the Full Heal to the right, and the Smoke Ball to the left. Go south, defeat the female Rocket, and walk through the doors into the next room.

Warehouse Interior

Follow the hallway past the first Rocket, and pick up the Max Ether in the southeast corner. Fight the Rocket in the northeast, then take a detour upstairs to find a Amulet Coin in the Department Store's basement. Go west to battle one more Rocket, then grab the TM35 (Sleep Talk) and speak to the Director. He gives you the Card Key, which unlocks the shutter on the tower's third floor. Climb the northeast stairs and take the elevator up out of the basement.

Radio Tower

3F

Swipe the Card Key through the slot near the shutter. Battle the single Rocket and climb the stairs to the east side of 4F.

4F (east)

Beat up the two Rockets on this level and take the stairs to 5F.

5F (east)

Take out the last two Executives.

The acting Executive formally disbands Team Rocket, just as Giovanni did three years before. The Rockets disappear, then the Director returns and rewards you with the Clear Bell. He claims that the current Radio Tower replaced an old, creaky one, and that bell was found during construction. As he leaves for his office, he informs you that he overheard the Rockets whispering something about Tin Tower back in Ecruteak. On the way to the exit, grab the Ultra Ball behind the desk, speak to Mary on 4F for a Pink Bow, and the girl on 3F for TM11 (Sunny Day).

Ecruteak City

Tin Tower

Inside the barrier station, a monk informs you that a momentous event has occurred. He initially blocks your path, but allows you to pass through when he hears the gentle chiming of the Clear Bell.

Before leaving the barrier station, you need to prove yourself to the Wise Trio. They tell you the legend of a Pokémon testing a worthy Trainer, and claim that the legend has come true. Suicune has arrived at the tower, and you need to defeat the trio to reach it. Between battles, the sages offer more insight into the local legends.

The third sage explains that they have been given the responsibility of protecting the legendary Pokémon, and that only the one with "the power and soul of truth" may pass. Follow the trail to the foot of the tower, and save the game. When you step inside, the three legendary beasts are standing near the central pillar, watching as you approach. Raikou and Entei each leap over the fence with a roar before racing out of the tower. Suicune scales the fence and lands right in front of you, forcing you into battle.

Upon its capture, Eusine and the Wise Trio enter the tower. Eusine claims that Suicune's mystic power is said to summon a rainbow-colored Pokémon. The sages speak of the Burned Tower's past; the three Pokémon that perished in the blaze, and Ho-Oh descending from the sky to give them new life as the legendary beasts.

With Suicune's storyline resolved, the next destination is Blackthorn City, east of Mahogany Town.

Route 44

Route 44

Route 44 is a quiet mountain road that serves as the only path into Blackthorn City. Both the north and south paths lack any tall grass, but Pokémon like Tangela and Lickitung can be found in the grass between the two lakes. Be sure to trade phone numbers with Fisher Wilton for alerts about Remoraid swarms. Go east to reach the entrance to Ice Path.

Ice Path

Ice Path is a medium-sized cave that connects Route 44 directly to Blackthorn City. Some areas of the cave are covered by a layer of ice, making travel more difficult. It is also the only location where wild Swinub, DelibirdS, Jynx, and Sneasel can be found.

1F (northwest)

Pass over the first patch of ice and continue on to the second. This one is larger, and the boulders scattered here makes travel more difficult.

Puzzle Solution
#1 Up, Left, Up, Left, Down, Left, Up, Left, Down, Right, Down, Right

Ignore the stairway for a moment and go east to find the next ice patch. This one is simpler, and there is an item, HM07 (Waterfall), lying on the far side of the ice.

Puzzle Solution
#2 Right, Up, Left, Down, Right

Climb the stairs and cross the rock platform to reach the ladder in the northeast corner.

B1F (north)

There are four boulders scattered around this floor, and you need to drop each through a different hole to form a path on the floor below. Go north and loop around to find the first two boulders.

Boulder Solution
#1 (southwest) Right 1, Down 2, Left 5, Down 1, Right 1
#2 (west) Left 2, Up 3, Down 1, Left 1, Down 1
#3 (east) Right 1, Down 5, Left 3, Down 1, Left 3
#4 (north) Up 2, Left 1, Up 2, Right 2, Up 1, Left 1

Start off with the boulder farthest to the south. Use Strength to move it southward and drop it down the southwest hole. Go back and move the second boulder north, so it sits at the break in the wall. Head to the east side to reach the third boulder, and drop it through the southeast hole. Go north and drop the fourth boulder through the north hole. Finally, move the second boulder to the northwest hole. Climb down the ladder in the northeast.

B2F (west)

The boulders from the floor above have formed a convenient spiral that leads to the center of the room. Check the four corners for items, including a Max Potion, a hidden Carbos, and a hidden Ice Heal. Follow the boulders to the room's center, pick up the Full Heal, and climb down the ladder.

B3F

Smash the rock, or loop around to the right, to reach the NeverMeltIce. Climb the east ladder.

B2F (east)

Go east and slide across the smaller ice patch. Stand south of the stairway to the platform, and jump the ledge. Slide to the east to find TM44 (Rest). Slide west, then north, and return to the ledge. Walk up onto the platform, stand at the stairway to the left, and slide south to the ladder.

B1F (south)

Head east to the stairway; from here, slide down, right, up, then left. There is an Iron across the ice to the southwest, while the next ladder is off to the northwest.

1F (southeast)

Go to the west wall and slide south to reach a PP Up. Return to the ladder and jump the ledge to slide to the exit. Welcome to Blackthorn City!
